The Overlay PDF action allows the user to add a custom header and footer to an existing PDF attachment on a record. This can only be executed for one record at a time.
In the example below, we've added header and footer text to a report called Overlay Report. When the action runs, the PDF in the 'Approved PDF' column will be combined with the Overlay Report into a new PDF. Though the user will be prompted for a name and location the default filename will always be "Overlay.pdf."
